America has always been a mobile society, especially in the pursuit of economic opportunity, whether it be expanding from the East Coast through the Plains and into the West or pushing out of declining Rust Belt states into booming Sun Belt regions. The thing is, once we got where we were going, we put down new roots.
The 2007-09 Growth Policy, approved by the County Council on Nov. 13, provides guidance on development and who should pay for that growth. Among the changes were tax increases to finance infrastructure for new development and a construction moratorium in Clarksburg.
